No. Each purchase is for one game on one watch and is not transferable. Reinstalling on that same watch can restore the purchase. A different watch requires a new purchase.
No. The licensing service uses an app-specific watch identifier to match your purchase. Steps, heart-rate samples and gameplay saves stay on the watch.
